I think he is talking about the lil black plastic lining under the rear left side of the civic vx hatchback. I have a vx came wit it

It's the part on the left side of the car that covers the gap between the rear bumper and the fender liner. It keeps a bit of air from getting in there.
Air trapped inside the rear bumper slows ya down and decreases mpg, that's why the VX has it.

It's not a diffuser. It's an underbody panel. Check the front of the VX...I think they might have some panels (unless the brochure was referring to the chin spoiler).
