The hole is always on B16 heads and it's plugged by the bolt, but the head we bought from this guy didn't have the bolt for some reason and we didn't notice it. I circled the hole in red.

oh damn. What a pain in the ***. I know it's not that big of a deal, but look at all the trouble you had to go through just to find it was such a simple thing. I hate it when that happens.
