Default 1995 Civic Idle And Running Issue (Help)

it’s a 1995 civic low compression (was turbo built and back to stock now)

Has anyone experienced with this issue?

Cold start idling up and down very rough,

When the engine is warm up, Idle get stable and running at 1400rpm. A few small limps every 3 seconds during the idling but no up and down anymore when it’s warm already .

Giving it 20% gas throttle makes the limp even worse like up and down and if I open the throttle a little more it’s revving fine with no limit , However the engine sound hoarse .

-NO CELS . Check engine light works fine.

Why would you think a stock ECU can run a low compression motor designed for forced induction?

I already heard about many people it actually works for them with no issues.
this morning I replaced the IACV and O2 sensor , problem isn’t gone.
