Does CEL code 65 affect performance

A code 65 is the Secondary Heated O2 sensor circuit: Open or short in Secondary Heated O2 sensor circuit, defective Secondary Heated O2 sensor circuit.
Would this CEL affect performance at all?

I heard it makes you run richer, that would affect performance.

I thought that even if u unplugged ur secondary o2 that all u would get was a passive CEL.
