Default CODE:41 need help

I have a 97 gsr swapped in a 95 honda civic it was converted to OB1 its been reffed then it started throwing code 43 now im working on smog i took it in it failed and they said i needed to replace the O2 sensor and the cat now i replaced the O2 with a brand new one and now im throwing code 41 can anyone help me fix this prob.

Code 41: Double check the O2 sensor wiring for the heater element.

yea i dont realy no what im looking for the wires look ok well at least they look the same as they did befor when it wastn throwin 41

Use a multimeter to check whether the heater element power wire in the sensor plug gets battery voltage with the key in ON(II). Also check the power and ground wire for a an open or short.
