Default Installing the shift ****

I bought a new stock shift **** and I'm having the hardest time installing it. It's for an 05 civic ex. The shift **** they sent me has clips on it instead of screwing on. So it clips on but I can't screw it in place.

How do I do it?

push down on boot ring, unscrew ****, screw on new one, reclip boot.

The bootring won't push down.. there's something in there that's blocking it. Reason I ask is because the car I bought was a prior salvage and the person who fixed it put in a short metal shift **** that gets hot as hell during the summer time.
