Default Highbeam Lights and Indicator Problem

My vehicle - 2003 Civic LX coupe

Hi everyone. Please help. My Highbeams do not work, only regular beams. Also, the Highbeam indicator is always lit up on my dashboard, whether I click the light switch to highbeam or regular beam, it's always on. Now when I do switch to highbeam my lights seem to brighten but just a little bit (not significant enough for me to pass the state inspection). I really need to get this thing fix so I can get my car passed the safety state inspection and get it registered. I've changed out the light bulbs, the multi-switch on the steering column and cleaned the contacts of the lightbulb connector. Any ideas?

If you have DRL on this vehicle then I suggest you check for a faulty DRL module and its circuit. The DRL are in the high beams only. Some have repaired the DRL unit by soldering. A faulty DRL unit under the dash sometimes "buzzes" too.
