Default Honda City 2014 (GM6 T9A) AC MG CLUTCH RELAY

Hi,

I've been having a problem where my compressor clutch won't engage and no AC. This happens sometimes and there was one day that it won't engage the whole day. Long story short, based from my thinking/my inexperience diagnose, I bought a relay and decided to replace the relay. The thing about my City(idk about other city or hondas), the fuse/relay box, there were only diagram for fuses, not for relay.

I found which relay is the relay for Compressor Magnet Clutch. First from the left of hood fuse box A (ref as attached).


So during my troubleshooting to find which relay is for the compressor magnet clutch, I found out, the primary circuit(the trigger circuit) for the relay base,
1. No voltage during car switch off.
2. During on, one side 12v(+-), and the other side is 2.4v(+-). From my understanding, one of it should be 0v being the ground.

Few questions,
1. What is the cause of it?
2. Is it normal?
3. If not, will it have an impact on my compressor/circuit/relay etc?
4. Is this the cause for the magnet not engaging?
5. What can I do to further diagnose or repair?

It would be great if anyone could help.
