Default JDM Conversion help

I got this bumper sitting at my shop, and I cant figure out how it is supposed to be attached to the radiator support. I know the USDM bumper has about 10 screws on the top of the bumper that supports it to the car. So if Im not attaching the top of the bumper, will this thing be secure on my car?

Also, is the arrow pointing to the highway light or what? I have no idea, cuz there is no bulb there, and there is no way to get a bulb through the small opening in the back.

thanks man I didnt get one of those JDM braces with my kit though. Anyone know where to get one at?
