not universal, the splitters pictured are 99-00 ek splitters, and i need some.
i have dc2 splitters and they keep falling off because the mounting brackets dont line up with ek, obviously. i mount them by drilling into the lip, and that **** just aint working.

arc splitters ARE universal, it's just your preference on how they look that really matters. I know most ppl go for the dc2 splitters as they have a very distinctive curve. They are universal in the sense that all you need to do is bolt them to the bottom of your lip and you're done.

The ARC splitters are model specific in that they come pre drilled and with brackets to line up with hte stock bolts on your lip. There might be a universal application, not sure though.
I bought mine for a DC2 and the insructions even say "For DC2 application".
Now, that doesnt mean you can't bolt them up to a different car entirely, but you will have to drill out your lip to match the holes on the splitter. That's what I had to do with I bolted my DC2 spitters onto my DC2 BYS bumper, since the bumper is aftermarket and didnt have the holes to begin with.
Just to make it easy, I would suggest going with a splitter that is intended for your car. If ARC doesnt make one (like if you drive a 89 Prelude or something) then go for the style that you like and custom mount the splitter.
