Default TDC sensor issues

I drive a 1998 Honda accord LX 4 cylinder 2.3 vtec.

Yesterday I left the car in the hands of my roommate to wash my car and when I got home and turned it on, it turned over but even flooring it I couldn't get the rpms to climb. After a few long moments it would give in but get stuck at about 3000rpm, and acted like it hit a rev limiter and started to kick back down.

After talking to him further he finally admitted to trying to de-grease and spray down the engine. Blah Blah Blah.

So I took out my code scanner and got P1607 ECM malfunction and P1361 Top Dead Center Sensor Noise. After further inspection I found water in the distributor so I replaced the whole assembly and cap/rotor today as well as reset the ECM by pulling the battery and the clock fuse.

I've got acceleration power now but still stuck at that 3000rpm wall. The only code I'm getting now is the P1361 so my assumption is that I should replace that TDC sensor. My issue is I'm nervous about doing it myself because I've never messed with timing before and I know you have to remove the timing belt to access it. I would hate to pay someone to do it can anyone give me some pointers or advice?

I had the same issue, After I un-cliped the harness to that sensor I sprayed electronic cleaner in that clip, reconnected it, cleared the code. Boom! problem solved. Just avoid spraying the wiring harness when washing the engine bay.
