Default Speedometer problems

So my speedo has not been working since I've owned my car (only like 2 months). I replaced my speed sensor and it still didn't do any thing. My odometer doesn't work either and the speedometer is stuck at 20 and sometimes moves a little. Also every once in a while it works. My other gauges work pretty good except every once in a while my tach dies, but its only for a second. Is their anything else I should check? How would you go about replacing the cluster its self?

Also my cruise control still doesn't work. I bought the speed sensor new off of ebay.

i know that 5th gen clusters do have problems with the circuit boards in the back, mainly the speedo/odometer. I would say have your whole dash assembly taken apart down to the cluster, and go to a junikyard and ask them if you can swap it and make sure it works real quick or whatever, and then pay them, i did that for mine.

Going through the same problem with my 96 EX 4 cylinder Vtec motor. First thing to do is check the wiring going under the intake and going to your VSS. You could have a bare wire rubbing against something and grounding it out. You could have a ECU/TCU issue that is making your speedo/odometer not work. I am still working through my issue.

if i put a test light on it would that let me know if its working?

Yeah, check if there's power going through and what not with a test light or volt meter.
