Default Persistent P1382 code

Hey all,

I have an issue with my 2001 accord 4cyl. This car has a persistent P1382 code that won't go away... I have:
- Replaced the distributor numerous times
- Added a ground from IACV to Neg
- Replace the camshaft position sensor in block
- Completed voltage drop testing with all readings in spec

I am at my wits end.I can't figure out what the !@#$ problem could be. I can't afford to spend 1k at a shop to diagnose the electrical issues.

Any ideas about what I can look at next?

could just be the ecu if you know the wiring is good
