Default P1259 v-tech code

I have a 1999 Accord 2.3L Vtech and I have a P1259 vetch code. I just changed oil, code is still on. My question is, what are the chances, based on your experience, that the v-tech sensor or wiring is bad instead of the actual v-tech solenoid itself needing repaired (gaskets, net, ect)? Is it even worth trying?
