This is a common problem on the 1938 Civics that have the V-12 turbo charged cold start injection system...maybe you need to adjust the floats in the carb.

mmm yo dude r u sure about the v12 i tought it vas a v 16 and i think the problem could be the gunkulator valve sticking not the floats
