He told me he wrote me up for unsafe vehicle so that I can't lower my car anymore. He said that would show up on my record now, so if I lower it again I can get arrested. maybe only if i get pulled by him again but I don't know.

That cop is full of ****. Having a car that is too low is a regular violation, just like having no front plate or no proof of insurance. They don't arrest you for catching you with no front plate twice... "unsafe vehicle" or whatever he claimed isn't a misdemeanor, so it won't show up on ****.

That cop is a stupid *******, but to be safe, lower your car to where the headlights are exactly 22 inches from the ground and they can't say ****.
