I used a relay so they come on as parking lights with the ambers off. Then turn off when the headlights turn on.

ok, your blinkers should only be on when you signal, that means when your parking lights are on, only the city lights are on. when your headlights are on, the city lights should be off...corners continue to be off
ive herd that they are supposed to be on when the parking lights and headlights are on.....on the other hand ive herd they are on by themselves , and off when the parking lights are on , then on when the headlights are on.
i just wired the city light to the parking light so whenever the parking lights were on the city lights were on.

theres a seperate wire for the turn signal. the parking light has 3 wires , 2 powers and a ground if i remember correctly. one for the solid parking light , another for the turn signal. had the sidemarker spliced to the turn signal wire and the city light wired to the parking light wire.
When ur headlights are on,
the city lights are on.
the turn signals are not, unless you indicate, and then they'll blink/flash.
the asian/australian/uk market headlights are wired up like that, and its the same with the japanese ones.

In easy terms:
1 Click of the light switch by your steering wheel:
Corner lights come on with city lights (all solid
)
2 Clicks of the light switch by your steering wheel:
Corner lights, city lights, and headlights come on (all solid)
R/L blinker
Secondary corner light blinks, (primary corner lights stay, headlinghts, city lights (stay solid))
Have more fun by throwing side markers in the mix
Then you can figure out how to make them stay on and blink at the same time 
6K+ rpm's, vtec kicks in

The city light comes on when you turn the parking lights on, but in Japan the parking lights are the city lights. The turn signal lights and side markers only come on when the turn indicator is used. When the Headlights are on the city lights are off also with the turn signals and side markers.
