torque specs are like 18-21lbs.
I have never gone by those though. I usually do them hand tight, and use lock tight gel/cream as well.
Tighten them just like u would your lug nuts in a cross angle
Powder coat, rattle can, anodize, spray gun, chrome, polish...they all work the same for the wheels just depends on what you are trying to accomplish in style, paint and color
