An easy way to test the theory would be to put a tee between the vacuum block and the boost solenoid then run that to the bottom of the wastegate. Just leave the line from the compressor housing unplugged temporarily. That line does not see vacuum.

Rob: setting the different values, how do you know what different duty cycles constitute different PSI targets?

anything is fine, as long as your motor gets tuned. 35-55 psi is fine
