When valvetrain upgrades are necessary?

When valvetrain upgrades are necessary?
Now that I have my shortblock all wrapped up(JE pistons, Eagle Rods, stock sleeve b16) im beggining to address my cylinder head(stock b16), Im shooting for 350whp to 400whp, Im planning on running itr cams,
My question is when valvetrain becomes an issue due to BOOST, is it necassary to upgrade my spring valves and retainers, or them as well as my valves, and if it is is it due to the boost or just since im upgrading to ITR cams?

really they are needed if you plan on revving past 8k IMO, on the ITR's youd be fine putting a set of intake dual springs on the exhaust side, if you're not going to rev to high, but they are cheap insurance IMHO
