Default When to Micro-polish a crank?

I am in the beginning stages of a D16 build and i have some ?s. Is micro-polishing the crank necessary? And how do I know if I need to get it done. There are NO visual blimishes.

So far I have Y8 block,crank.
Eagle Rods w/ upgraded bolt.
Soon to have CP Pistons .020 over & ACL bearings

how does this setup sound?

I think it's a waste of money, you may see 1hp increase. But it wont hurt. Obviously it's not necessary because people have done good with out it.

When I had my whole rotating assembly balanced (pistons, rods, crank, crank pulley, flywheel, pressure plate), they micropolished the crank for no charge. The belt was some crazy thing...like a cork/gold mix or something.

My crank had no visual defects, but when they microplished it, it was mirror-like in finish.
