Yea that's an Air to Water inter cooler reservoir. It's coated in the same heat rejecting coati as the intercooler. Photo angle just makes it look like the line runs to the downpipe
I'm still not convinced it isn't a fuel cell. Reverse image searching isn't finding the source of these images, either, so I'm still of the opinion that something fishy is going on here.
