what is a o-ring?

Default what is a o-ring?

what is it when you get a o-ring on your sleeves? what is its purpose? is it needed? can it be removed?

A groove is machined in the tops of the cylinders, and you put a copper wire "o-ring" in there to help seal them against the head.

is this needed or can it be removed. te reason i am asking is i am buying a used block and it has it in there and i want to bore it out a little more but it might be in the way

It's not 'needed', but is a good preventative measure when you're putting out real power.
