Default universal fpr questions

I just bought a universal fpr for my crx.(not the kind that fits on the rail), also it has a gauge on the front. I hooked up the lines only to see that the gauge doens't work which isn't a big deal because i have a gauge on the fuel filter from my other b&m setup, which i broke. The problem really is just it leaks pressure really fast when the car isn't running, which i think is the reason it holds at 60psi, which i am unable to turn down. I think the leak is internal in the fpr and was wondering if anybody had a similar problem.

i forgot to add someone said in another post universal fpr's sometimes have dual feeds where one needs to be closed off does this sound like my problem and how would i fix it?

also the pressure doesnt change when i take off the vacuum hose
