Turbo vtec issues

Default Turbo vtec issues

I have a JDM H23 vtec which I have turbo'ed. I'm having an issue with vtec not activating on the car. I'm running an AEM EMS and it says the vtec is engaged, but it's not working. I checked for continuity and the solinoid wire is getting voltage. The vtec solinoid is good as well( took a 12 v source and you can hear hear the solinoid clicking). Just did a oil change to the car and the oil is at the top dot of the dip stick. What else could casue it from not activating? Any ideas? Any help would be great thanks. (Below are specs of the motor)

Mild Port and polished H22A4 head
