Default turbo integra prob

Im having a small problem with my integra after i installed my turbo setup. when i try to hold the rmps steady while in neutral at say 2000 rpms, the engine speed drops to like 1700 rpms and climbs back up to 2000 and then it does it again and again for as long as i hold the throttle lightly. It will also, while driving, and again only while holding the throttle lightly, decelerate as if i let go of the gas completly and then quickly recover. this causes the car to buck while i cruise slowly. the car has no problem with acceleration while holding throttle at about 5% or more. im not sure what system it could be in because i installed everything at the same time. i installed a t25 turbo, 450cc injectors w/fuel rail, crane cames ignition, and apexi vafc. anyone with any info will be much apreciated.

anyone? If you need something clearified just ask. Even a thought of what it might be. ive been trying to figure it out for like a month and i dont know where else to check

bad tps or the wire is screwed up where the vafc hacks into it

i checked every vacum hose over and over. I can monitor the tps on the vafc and the whole sweep from 0% to 100% seems to working with no dead spots. thanks for the suggestions. anyone else with info? i will let you guys know what it is if i ever figure it out.
