turbo doesnt seem to spin easily??

a little curious here, ive got a garrett turbo that seems like the shaft is too tight. it has about 3000 miles on it and is in great condition. (i got it used). no oil in the housings and no chipped or worn fins. also no in or out shaft play.
however, if i take my fingers and try to spin the wheels it will only spin around like 1 or 2 times before stopping. if i put a drill on the end of the shaft however it will spin right up.
is this one bad or just tight from not being used for a while?

do the fins touch the housings at all ?
generally it is better to see the shaft a little on the tight side than on the loose side.
lube it up and your problem will go away.

Put in a little oil in the feed line (about a capful) and slowly rotate it around. It should feel a little less loose. Don't expect it to spin for more than a couple rotations. Do not continue to spin it without oil, you could scar up the shaft.
If no blades are touching the housings and you're not seeing any evidence of oil burned on anything, keep rockin'. don't overthink.

before i put it on the drill i ran oil through the feed till it came out the return(and got all over the table in my back porch). there is 100% no signs of contact between the fins and the housing.
i just wanted to double check because i picked it up for a really good deal, and more often than id like to admit a good deal on parts results in you just bought some broken parts...

Both of my BB 67ho's did this same thing after sitting for a while, run some oil through it and it should loosen up.... when I got my first 67 from Precision I thought it was defective it wouldnt even make 2 spins and when I first started the car up the wheel would spin for over a minute after I turned the car off.
