?? did your builder quote you 1500 just for the pistons and rods ? because that is extremely expensive. You can get a set of eagle rods and Wiseco pistons for less than $800. Also If you are changing pistons and rods you might as well do a few other things while the engine is apart such as. Resurface head and block, hot tank and hone, plastigauge/new bearings and oil pump.
Also you mention cam kit, but what this "kit" consist of, there are a lot of different type of cams. If that price is only for cams then again extremely expensive, look up bisimoto for some good stuff.
Can you explain what you mean though with the $1500 and $900? does this include labor? You need to do more than just slap new pistons and rods in there is he quoting you for that too. Reason I ask is because 2400 is stupid expensive
Let me try to give you an idea of what I mean
My engine builder did the following for $1300
Hone, resurface, hot tank, notch, plastiguage & installed and purchased all bearings, Complete engine assembly (I brought a bare block and every part and he installed it), valve adjustments, timing
It cost me an additional $330 to have my Head fully rebuilt with OEM parts, port & polish and angle job
You mentioned 2400 just for pistons, rods and cams? My bill was 4100 with all the parts and this was a complete engine rebuild with labor. My block is all after market too NO OEM's in there. If cams, rods and pistons are 2400 by the time you do the rest you gonna be broke
.....do some shopping around for parts you can find a better deal.

You can leave in your stock cams it all depends on your goals, if this is a street car then just leave the OEM cams in there, its not like they are bad. You can change out your cam gears if you want, might as well really just remember to buy a good set of gears. Not those fake cheap ones on ebay for $20.
As far as your block you don't need much else, I would bring it in with rods, pistons, rings and oil pump the machinist will tell you if your crank is OK and tell you the appropriate bearings to order. Get every gasket as well and bring that in too
Also what is your power goal, 20 psi doesn't say much.
