Default TPS Sensor in a LS turbo

I adjusted my TPS to the proper settings (.4 at idle and 4.5 WOT I believe, I did it right but can't remember exact numbers because I wrote it down). Anyways, the idle is still jacked up. Its revs from 1500 rpm to 1000rpm at idle. When I had the voltmeter still attached to the car I reved it. The voltage at idle was so inconsisant. It flaucuated from .4 to .5. The numbers where never the same and no where close to my intial settings. What does this mean? Is my throttlebody plate jamming up? Cause when I pull back the throttle cable to lower the revs it goes back to my intial settings. What can I do to the throttlebody to cure the problem?

It sounds to me like an IACV valve problem, try disconnecting the connector to the IACV. Idle should go down.
