Default t28?

ok i have a 90 ls teg....gonna rebuild engine and throw 7 psi on there. And I will probably never increase the PSI. Prob just get a gsr in the future. Should I get a smaller turbo like a t28 since it will spool hella fast and since my redline is fairly small? ne body make manifolds for these smaller turbos?
