Default strange ignition timing

i put a p-28 with base maos for turbo in my 2000 civic d16y9motor. and it runs like ****. i finaly got the fuel pressure down to 39psi at idle. and still no luck. what i noticed is that the timimg was way off. red lines were toward the front of the car which i assume is really on the retard side. what i noticed is that when i move the dizzy toward the front of the car the cranck moved the same way. now i cant get the timing correct. so now when i move the dizzy to the front of the car the timing stays back twards the firewall. this sucks.

oh yea and after i put the new plugs in and let it idle for 15 mins. the plugs were already black. im still running rich. i dont no what to do
