Yes, they have to take material out to balance the unit together.

were you asking about the top thats been ground off .. or the grinding marks on the bottom portion of the center housing. Because the grinding marks on the center housing on the bottom of you pic have nothing to do with balancing. The pic wasn't very specific.

What kind of turbo is this?

It's a different design then the T3s that I have seen.

It should have a "dish" type piece that goes right behind the turbine wheel, between the turbine wheel and the CHRA.

Shown here to the left of the turbine wheel and shaft...

Under the plate the CHRA should look like this:

Every Garrett T3 I have taken apart looks like this. Your turbo looks different though. What brand is it?

it looks like someone made that piece that is on his turbo... then grinded the welds down around the edges.

my advise.... get it rebuilt.... (with the right parts this time.....)

You can get rebuild kits for about $100 bucks, sometimes cheaper. If you rebuild it make sure and mark everything so you can put it back together as close to balanced as possible. My buddies in the Zoo have done it a few times before with good luck if you want help. A rebuild is never as good as a new one though. Good luck to you. I'd look into buying a new center cartridge if I was you. Much easier and realiable.

If it doesn't leak oil out the exhaust side, then who cares. It doesn't look pretty, but if it works i'd use it. Or just get the cap that was pictured up earlier.
