Default ... redline question

... this is prolly a newbie question... but anyways... when the term redline is used... what exactly does it mean?... are the revs limited to that rpm?... like 9500 rpm redline?... or is there a fuel cut off at the redline?... or both?... or maybe neither?... lemme know... thanks for schoolin a newbie...

the redline is where the revs are limited by cutoff.
