Default random lean condition when coming to a stop

Im having an issue here where sometimes when i come to a stop at traffic lights, or stop signs, rather then settling at 14.7 afr, the afr will shoot up to 16 or 17 and the car will run rough, then slowly settle back down into the 14's again.

Im running RC 310 injectors and a factory fuel pump (200,000 miles). Just installed a brand new battery too to replace my old faulty one, but that did not help at all. Also running a very solid crome tune, didnt have this issue last month, started happening over the past 3 weeks.

Any suggestions?

I use the wideband to simulate (no problems with the simulation settings), although the issue did start acting up when my wideband o2 started acting up, it actually failed completely yesterday and the car has been running in open loop since then with no o2. Even though I have no wideband, and the car is running in open loop now, i still can hear it acting up sometimes when coming to a stop, the lean condition usually triggers a noticeable drop in rpm and rough idle, until it settles back into the 14 range then the car runs normal again. Air temp is about 60 degrees these days.
