Default PWR in Texas?

ok someone was telling about a place in texas called PWR, and you send them your ecu and they do whatever to it, according to your specs...i was told that all i have to do is get my turbo kit and send in my ecu and they'll "tune" it to the things i have and then just plug in the ecu and itll be fine? i was wondering how safe or reliable this is...the guy told me to do this instead of hondata, just because its cheaper ($150). but i havent ever heard of this method so i was wondering what you guys thought
