Default only running 4 lbs of boost is this normal?

i have a d16y8 with a greddy 16g turbo kit. im just running a fmu and 310 cc injectors. i was watching my boost gage and i noticed when i get into it that is stops at 4 pounds. is this normal for an untuned car on no management. other than that the car seems to be running fine. it pulls very hard.

Yes i notice most tuned car's turbos run around 20psi. If you aren't running 20psi then you must need a tune.
