Default oil seal?

I've been installing my intercooler piping and I noticed there was oil leaking out of the downpipe. the other night I installed the turbo, idled my engine for about 5 minutes and shut it down. that's all the action the turbo has seen since I got it rebuilt by majestic turbo. I checked out the return line and I'm thinking that might have been the cause.

My question is.. if it's leaked already out of the oil seal does that mean it's bad? Do I need to send it in to get fixed?
ugh, this is making me crazy

check the shaft for play..... then check to see if you put the gasket on the piece that connects the oil return to the turbo... i forgot this gasket and it made a mess...... i swore my turbo seals were blown..... lucky it was just that... good luck
