Default Need help w/turbo install(problem)

I have a rebuilt 94 gsr block(the old engine sucked up water) but the shop said the head from the old engine was okay. i talked to them and they said a turbo is not recommended b/c something about the head being "dirty"--or something like that. so they said if i run a turbo i can only boost like 4psi???? what are they talking about?what can i/should i do. they also said i could rebuild head for $500 including labor

was it something to do with the valves, or maybe the spark plug threads, cause that's about all that deals with compression in the head (excluding head bolts, which can withstand much more stress then a rod). I don't see how a head that operates fine under NA power will all of a sudden not be compatible with pressure. Is the shop suggesting that they'll do the rebuild for you as a 'favor'? If that's the case, stay away from that shop!
