Default need help with crx

i have a boosted crx si. it sat in storage for 1 month and i couldnt get it started 2 days ago. after changing the starter, battery, dist rotor, dist cap and cleaning the ground off of the battery to the body of the car, i got the car started. its ran fine at idle , when i ripped on it it wouldnt rev past 4000 rpm in every gear. it ran fine up to 4000 but then its like its goverened by a rev limiter. when i parked the car 1 month ago to store it did not do this. i could redline it all day long. now...... i went to start my car this morning and it will not start. it wont even crank the starter. it was a bitch to start the night before after i drove it, and i could only get it to start if i turned the ignition on to power the fuel pump etc. then disconected and re-connected the pos. battery terminal. does anyone know what could possibly be causing these 2 problems.

i am assuming that the rev limit and the trouble starting are probly 2 completly different problems and are not related in any way. the car has a sohc zc with an IHI junkyard turbo kit tuned on turboedit. the battery terminals are pretty loose, i can pop them on and off. when i touch the positive terminal to the battery after the neg is connected it does not spark which seems kinda odd to me with a brand new battery. there are no engine codes coming up on the ecu.
