Default Moisture from PCV normal?

I made an earlier post about my headgasket being bad because of milky oil in the catch can from the PCV. I had my state inspection done today and they didn't find any coolant in the oil or vice versa. Could this be normal?

Also, when they did the emissions tests, the car idled normally at 750 for them, but when they raised rpms to 2500 it was erratic and took several tries to get it to pass. Any ideas?

edit...Nevermind! I feel like an *** for asking that question, but there is still excessive moisture in the catch can.
