If you are going to keep that engine stock that turbo will be definitely a good choice for you, since the 4g63 2.0 Mitsubishi engine can spool that turbo up at around 3500rpm your are probably looking at around the same spool up time since your running higher compression. Also that turbo is good for up to 16psi which will be more then enough.

cuntface the 14b is too small by factor of 2
go no smaller then a large t3 like 60/63
t3/4s are best for ls

the 14b is definately on the small side.. BUT it'll do the trick if you are on a budget.. check out the turbo LS thread.. its like 200 pages of ls turbo info..

as for finding a cheap swap, you are going to want to find a local forum or craigslist or something.. shipping is expensive, look around and you can find good deals..

I'd suggest getting an ls longblock and a b16 or gsr tranny if you have a little extra cash..

b16 tranny is too tight for an ls motor you plan on driving on the street at all. gsr trans with turbo ls was a great combo when i was making about 240whp.

14b is a little small, just means you might need to run more boost to make desired power goals, which will result in more low/midrange tq probably.

good turbos for stock ls motors are
t3 60 trim or super 60
t3t4 50 or 57 trim (precision sc50,sc34)
gt2871, gt28rs

just a few common ones.

you cna probably use a 16g also with good luck
