low voltage to o2 sensor=bad sensor?

Default low voltage to o2 sensor=bad sensor?

I tried this question in the TECH fourm but no one wanted to answer it, so I am going to try my fellow FI people.

My car has been running like crap for the last couple of days, so I took it to a friend that works at a local shop to pull the codes(its always on because I have no back 02 sensor).The rest of them were the normal one that have been poping up except Low vooltage o2 sensor and lean-part throttle were the 2 new ones. does this mean the o2 sensor is bad and if so can the other code be a result of a bad o2 sensor?
