How much boost could these take with a 1.6 l engine before needing to go bigger?

I think your question should be how much boost can this T25 deliver before it hits compressor surge before you start asking about the flow characteristics of 450's for that turbo and motor.
Another words, I think you should get a bigger turbo and that your 450s will be fine for what your using now.

I am planing on going bigger this summer. I will build up my engine for boost, and use a custom T-3.
