Jackson Racing Supercharger....help!!!!!!!!PLEASE!!!!!!!!

I bought a 96 civic ex with a jackson racing supercharger on it. I replaced the belt just to be safe. I was reading the manual and it says on the tensioner bolt to TQ it to 90ft/lbs. How do you measure that on a phillips screw like that....it might be a stupid question.....also, the pulley that the tensioner is on...when i tighten the 17mm bolt that goes through it the other side spins...i cant really get it completely tight...im new to the supercharger thing so....is that pulley suppose to wiggle a little bit? it does because i cant tighten it.....the bolt on the other side cant be reached because of the engine bay area is to tight.......please help!

You tension the belt to 90 ft/lbs not the bolt. Go to http://www.jacksonracing.com and download the instructions.
