Internal Wastegate Blockoff on Borg Warner

I KNOW I KNOW... I have searched but this question hasn't been answered...
I got this turbo for 50 bucks and it is in GREAT SHAPE.... the only thin is that it used to be an internal wastegated turbo. It looks like the downpipe flange had the flapper to shut the wastegate hole. By looking at the pics you can tell the hole is a little bit lower than the resting surface of the downpipe flange...
My question is Can I just make a flange and leave that space or will it cause some problems. The hole looks like it just leads to the turbine wheel. I don't get how the internal wastegate thing works....

You could have someone weld in a plate to cover it, or get a flange milled to fit down in there. Welding in a plate flush would probably be the cheapest though.
You can have a weld ran all the way around the hole and then surfaced down so it is flush , and then just get a flange with only a downpipe hole milled out
