Not gettin' much done with 2K unless you can find some killer deals on used quality parts & you learn hoe to tune on your own. Many will come along and tell you that they can do it for less but they always seem to be running junkyard/Ebay bullshit.

Re: how to do the cheapest turbo build
the first thing you need to do is read and understand this
https://honda-tech.com/forums/forced-induction-16/%2A%2A%2Aforced-induction-forum-faq%2A%2A%2A-1024174/
once you understood it i doubt youll have anymore questions
second you mentioned you have low compression and that is....what?
i never heard of low compression rods.. but i ok
you can buy an ebay kit and then end up realizing its all crap. i really dont care what other may say but this is true. ebay kits are crap and if you like eating crap sandwiches, by all means buy an ebay kit. the information you listed is some what limited. h-t will not spoon feed the information or try to pry the information out for you.
i still wonder how these people come across not 1 but 2 vtec motors and i cant even find a spare for myself lol

Sell everything and buy a factory turbo car.... wanting to build a cheap turbo kit is like having sex with a 5 dollar hooker without a condom, it might be cheap at first but you'll be paying for it in the long run.

You could go with a used Garret or holset, eBay cast mani, eBay charge pipes and intercooler, used tial waste gate and bov, and some dsm 450s this is going to be the cheapest set up that is going to be even close to reliable. But it still needs a good tune no matter what!!!!!!

EBay kits suck dick
You cannot build a reliable kit for 2000
Cheap
Reliable
Fast
Pick two because that's what your car will be

Do what I did, Go autoworks. http://www.go-autoworks-store.com/gocotuki.html
You'll still need injectors/ fuel pump/ and a few misc things. You'll spend a little over 2k thou, still a quality new kit.

Re: how to do the cheapest turbo build
i dont have much in my kit, just gotta find good deals. i got a holset cheap, a buddies old top mount cheap, got a good price on IC and charge piping/BOV. the tune will likely be the most expensive part of my setup since i opted to go with hondata which was 550 for the s300 plus however much the tune is. but the tune is an area you do not want to cheap out on. i have been piecing my kit together for a couple years though which not everyone wants to do lol

Be patient and make the FI classifieds your BFF on here. Thats what ive done and gotten some really nice stuff for a really good price. As everyone has said, stay away from cheap eGay crap and knockoff parts. You wont regret it in the long run!
Also...what compression do you have currently? Are they forged internals? Also you need to make a HP goal and go from there.

Re: how to do the cheapest turbo build
Read about them, get the one for your power goal, you can call him too he is very helpful.
Get a good turbo size for your goal, don't over do it with a big *** turbo with alot of lag.
