Default hole in internal wastegate, fixable?

my welder friend got a new plasma cutter and went crazy on a t25 wastegate flange and burnt a hole on the side. just wondering if i can have it brazed or welded shut and still use it. let me know what you think, tia.

NO. There is a rubber diaphram inside there that seals against the walls of the actuator. it's surely melted too.
