Default having a problem w/ downpipe

i have a revhard manifold and a revhard downpipe that was on a 98 gsr w/ a rev hard manifold and the same turbo. i got the manifold and dp from 2 different people. anyways, the dp is hitting the block slightly and touching the oil pan underneath when it is bolted up. the flange also doesnt match up to my cat for some reason. should i just cut the downpipe off before it hits the block and run w/ it open until i get a new one made or woulld it be ok w/ it touching? also what is the proper way to prime the turbo?

you could get a torch and heat the DP up a bit then bend it to fit if you're desparate and or cheap
