garrett turbo question

so im deciding to upgrade my turbo setup and i bought this garrett turbo for a really good deal.so when it comes to rebuilding this im a noob at it.before anything i wanted to ask this question when i pulled off the compressor side isnt there supposed to be a seal that goes around the housing? this is a garrett .60/.63
If you mean like a rubber-band looking item, the answer is no. Most Journal bearing Garretts DO NOT have the rubber seal, nor do they need them as long as the edges to the backplate and housing are clean and free of gunk and debris (looks like you have some cleaning to do there, chief

Only the GT-R and GTX series tend to come with that rubber seal in case of over pressurization. Even then they are not so much of a requirement as they are an additional item in the package.
