Default Fuel problems?

Had some weird issues this morning on my way in.

My setup:
B18C1
DragIII turbo
440cc injectors
Hondata s200B - Tuned by Dynospot racing

So this morning I'm driving in to work and about 20 minutes into my commute the car starts acting a bit strange. As I'm cruising along @ ~80mph the car starts to hesitate like it's out of gas or something. It does this for around 2 minutes or so then goes back to normal. About 5-10 minutes later it does the same thing for ~ 2minutes again. I notice that while it's doing this the air/fuel is pegged all the way rich, instead of constantly shifting between rich and lean like it normally is at cruise.

I have a few thoughts on what this could be and would appreciate some input on what you guys think it could be.

My thoughts:
- Fuel filter is dirty, I have one at home. I'm going to replace it when I get home tonight and see if that fixes it.
- Air filter is dirty, again, I will wash it when I get home if the fuel filter doesn't fix the problem.
- Hondata has fuel issues in that range. Not sure what to do about this, just got the car tuned on the dyno last monday.

Any other things I should check?
TIA

Exactly, only at partial throttle. Makes sense that injectors are at max, air/fuel pegs at rich. Must be Hondata issues. I may need to get some partial throttle tuning done
